W,
Could you please explain the last sentence? Particularly the reference to Freemasons.

Exactly, I am not a socialist but agree with both Hemingway and Wheatsheaf.

'Edmund Burke' - is this referring to a similar 'scenario' to Pavlov's dogs?

I find it easily believable. We pay over £2000.00 in council tax in the UK, if it suddenly jumped by, in some cases more than 100% we would have to pay it but if the extra was in any way optional, say we could take our own rubbish to the municipal dump and not pay the extra, I would chose not to pay it. If we had another 365/- added to our panchayat charge I would not really notice it but some Goan's would find it very hard to pay.

You said we could take our own rubbish to the municipal dump and not pay the extra and I would probably do the same if it was another 2 grand but that is not what this article said the people of Mapusa were doing.

"Mounds of garbage are found scattered at various places in the city.
Besides acting as an eyesore, the garbage in the open is an invitation for all kinds of diseases, even as the administration is toiling to contain swine flu and other epidemics in the state".

I have never seen Mapusa so dirty or stink so badly and here is the reason, it is a chore to go there.

Yes I am sure you are right but at home we do have a municipal dump and I have a car I could take my rubbish in to it. I'm not excusing the rubbish dumping in the streets, I think it is disgusting and needs to be dealt with but it is easy for us in the UK with our well established system of waste removal. Even in Goa as our apartment is in a resort I just have to take my rubbish to a collection point in the resort and it is removed regularly.

The date on the Herald page this links to is definitely 28th September 2009, but the article that follows is from many, many months ago.
I was also under the impression that "Tomcat" was silenced some time ago by government pressure.

Fine, but do you have any idea where it is taken to?
There are NO well managed public dumps in Goa, those that do exist, spread all over beautiful areas of countryside are usually illegal or subject to court cases. Most contractors who remove garbage from resorts simply fly tip what they collect as they are forced to pay charges at designated dumps and this will affect their profits. Most of the larger piles seen at the side of the road are the result of this action, especially in more remote areas.
Just because it is efficiently removed from your resort, does not mean it is then correctly disposed of..............

You may be right but have you any suggestion as to what we can do to improve the situation? We create as little rubbish as we can both in Goa and the UK, we use a purifyer on our water supply in Goa to avoid buying bottled water and I refill the small bottle I carry with me with the purified water. We use our own shopping bags to avoid plastic bags and recycle everything we can. In the UK we compost all the fruit and vegetable trimmings but we can not do that in Goa - no garden. We obviously do not have any say in how the Goan Government deals with the rubbish problem and somehow, despite paying our panchayat bill on time every year I very much doubt if we would be welcome at one of their meetings especially if we tried to tell them how to deal with a problem they probably do not even acknowledge.

Hi J5 how are you,I'm actually starting to think you are right, any where at present looks more atractive than Goa.It don't get any better.
I heard today about a Brit who set up in Goa,bought six flats had bookings for this season and had to cancel all his rentals because he couldn't get a licence from the tourist board.I'm really now starting to think that this is because he's a Brit. He has had to write and explain and refund all the deposits.
It really doe's stink.the injustice of it.The guy tries to comply with their laws by registering and he's blocked If they can block a charity like chidren walking Tall,an organisation that only doe's good and is non profit making, then what chance did this poor chap have
They will not be happy till they have driven us all out
