Odd I can find no reference to GFI's for kitchen outlets in the "Electrical Code Simplified" 2002 Alberta edition.

It refers to "wash basins" but no mention of kitchen sinks.

This rule specifically states bathrooms and washrooms and refers to "wash basins".
There is no mention of kitchens or kitchen sinks.
Although it states that the scope of this subrule is broad it at no time mentions kitchens in any of the examples used.
I would read it to mean that GFI protected outlets are not required if said outlets are within one meter of a kitchen sink.
Rule 26-712(e) says

"Plug receptacles must be located on the wall behind the counter and on either side of the kitchen sink but not behind it. It must not be necessary for appliance supply cords to pass over the sink. Just as important, plug outlets must not be located anywhere directly in front of the sink."

sinks(wash basin complete with drainpipe) is not mentioned bathroom or kitchen only sink and kitchen sink is washing basin with drainpipe only for washing dishes not hands in my understanding

I still find it curious that there is all kinds of reference to GFI for bathroom outlets yet no mention at all when you get to the kitchen.
It does leave one with the impression that GFI's are not required in kitchen outlets. Perhaps this was changed in the editions printed since 2002.

in 1998 edition it in rule26-700 (13)and it mentioned only bathroom and washrooms and states-all receptacles within 3m from washbasin.tubs and shower must be protected-non about kitchen plugs
