A 309 is a provisional (temporary) spouse visa issued to De-Facto and Spouse applicants who have been together less than 5 years (less than 2 years where kids are involved). 2 Years after application in the UK a 309er becomes a 100 (permanent resident) after resubmitting evidence, more stat decs etc to prove you are still a couple.
My timeline was
Application lodged 30 Oct 2001
Visa granted Mid Feb 2002
Entered Oz 5 May 2002
Received final stage forms 1 August 2003
Forms submitted 14 August 2003
On Holiday Oct Nov when decision was due so informed DIMIA
PR Sub Class 100 granted after holiday 15 Nov 2003

A 309 is a temporary residency. Nara had to wait till she got her 100 before she could finalise her uni application. A lot of jobs are for PRs only (by choice of the employer).
As a temporary resident a mortgage would need a 20% deposit (if based on my income) and my credit scoring would be lower.
The best thing about you getting PR 100 is you do not need to go through the application again in 2 years time. Just think if you had to do another character check.
