That is correct but the dodgy contractors are able to undercut legitimate businesses because they tend to use illegals. Certainly here in SoCal.

The big risk is letting someone on your property that's not legally entitled to be there.
Big insurance risk.

(We actually sued and won because our chimney caught fire. Installed by a contractor...

Generally yes. Given that GDP is one of the metrics. (My investments for example benefit greatly.)
