FACTA is Uncle Sam, yes, but the requirement of the three addresses is the bank itself. I called NatWest and apparently they don't need all that info.

That's good to know.

I have found that I can open a bank account with only my signed apartment lease. I was surprised.

Local library accepted only the lease, too.

I haven't tried signing up...
