I am sure you are right. Many years ago when I worked for a UK lawyer we had a client die and during the process of finalizing her estate found out that as well as receiving her own SS pension she was getting her husband's too even though he had been dead ten years. The money went into the bank and she never told SS. Needless to say, the family were not happy when SS claimed back what they had paid plus interest.
