Vermont is on its own. where citizen can carry at will and no permit is required at all..
Note in States like Illinois... Politicians can carry..or any friend of Mayor Daly can...
California varies considerably depending on the county.. I don't know but I expect its easier in the more rural areas...

It is lawful to carry a firearm openly or concealed provided the firearm is not carried with the intent or avowed purpose of injuring a fellow man. It is unlawful to carry a firearm within any state institution or upon the grounds or lands owned or leased by such institution.
