Surely this must be because if he wanted to continue working he'd need an Australian work-related visa and not a simple "dependent" visa. If he quit work, they would probably let him in, but to work he'd have to change status and qualify for a work visa on his own.

Very few people under 22 are self-supporting here in the US. I don't know about Oz, but the idea of a 16- or 17-year-old having started a career here is just unfathomable even though I know it's actually quite normal in the UK.
