PS

You do not need a SSN or be here legally to buy Health Insurance. SSN is basically a unique identifying number, they can use something else but may need to kick it up the food chain.

30 days has been my experience for the time allowed to report mid-year (between enrollment periods) life events - marriage, birth, death, spouse changing job, etc. I'd be surprised if it was ever much less than that.
