So for the 2nd level officer I got someone who could barely speak or understand English. Regarding the government shutdown he basically said nothing other than "don't worry about it" and "some people were working".

My unofficial understanding was that there was enough funds to keep people working at USCIS through the shutdown, so not much got affected.

He did not write that day-to-day matters were not affected, he wrote "barely" affected. In general, USCIS operations continued because they are funded by the fees collected, not by taxpayers. However, some USCIS operations that are dependent on other government services could be impacted since those other services may have come to a halt.

We do not know that no USCIS work was done during the shutdown. Indeed, we know that much work was done.
