Yea, you just need a Valid passport and someone who's a resident of VA to vouch for you on the forms to obtain a VA license; this method means you have to do the actual test as well, but that's not difficult

Regarding the comments on this thread about the latino and indian paki etc etc,

I'm not sure that that is still true. It used to be really easy to get a VA drivers license, but when it was reported by the media that most of the 9/11 highjackers had built their US identity on the basis of having a VA licence things were tightened up very considerably.
