Chances are if its just a bumper scraper and theres no injuries, likely offences or traffic management needed then no why should be stay on scene?

We were often the first on scene to protect it for investigations into the accident if its an injury or fatal, and to prevent the rubber necking plebs from having another accident or if the road needed closing. But consider, a patch say 900 square miles with 2 or 3 traffic units on duty you cant possibly stay in attendance to every little fender bender.

On top of that traffic are still coppers and will provide backup to calls if required as is often the case.

Now obviously a lot of these are no-brainers - wing mirrors being hit, bumper damage whilst parking, etc and to be honest anyone who called the plods for these incidents should probably be tazared at the scene, but what now seems to be happening is that cops are refusing to attend accidents where no-one has been injured but there is a dispute between the parties as to who is at fault - not good.

If there are no injuries and no laws have been broken then the police have no legal jurisdiction...unless its to prevent a breach of the peace if the parties are coming to blows. If its just a knock for knock insurance job then there really is nothing the police can do unless we actually witnessed it in which case we'd be nothing more than a private citizen witness as would anyone else. If one of the crashees was say uninsured or unlicensed then its a different matter of course.

Theres been no change in the law just that when some pleb calls 999 and announces they have been shunted in the Tesco carpark they'll be politely told sorry nothing we can do if theres no injuries etc.

We cannot legally turn up at a bumber bash in a carpark and say "oh yes its their fault". A full accident investigation has to be launched which really isnt feasable.

Put what if one party caused the accident whilst also committing a RTA offense - surely a lot of accidents would be casued by someone who is guilty of Careless driving. If the careless driver refuses to admit liability the insurance companies will often happily settle the claims knock for knock and without a police report to back them up the innocent party gets shafted.

Proof thats the issue. Most times its one word against another. We turn up and get told "oh they did this and that I was totally innocent officer" and the other party says the same. We know its all bullshit but without a full accident investigation which can cost thousands and requires road closures, specialist reports hundreds of man hours etc we cant do diddly squat. Can you imagine the furor if that much police resources was wasted on a 200 quid crunch?

Fair enough - but I guess I just think of these things when I see 6 landrovers down at the local BP stocking up on crisps and pot noodles.
