I have a comlpetely different view on this subject.

I've always thought that the in-state vs out-of-state tuition thing is
just silly.
All the 50 States should just work out some arrangement so all the
colleges
just charge the lower tuition for EVERY student. However, it should be
restricted
to students who can prove that they are US residents. Immigration status
should
not matter, as long as you can show that you or your parent/guardian
have paid
their taxes(or are eligible for welfare or something).

Foreign students who come to the US only to study should still be
charged
the higher tuition.

I think this will benefit more students, as they're free to choose
college outside
of their home state and not have to worry about the out-of-state
tuition charge.

Any comments appreciated... :)
