The Country of Birth is used to determined your country of nativity in the case of Diversity Lottery. However, in the case of Employment-based (EB) Permanent Residency petitons, it also determines which country you can be "charged" to. Certain countries (Eg. China, India) have higher backlogs compared to other countries, and citizens from those countries have much longer wait in th EB-2 category.
