It means that you getting married isn't going to imprpove your chances of getting a visa, even if your wife will stay home while you visit the USA alone.

Once the ConOff decided to deny the visa, she didn't need to assess the arrest because she wasn't going to issue the visa. No reason to look at the implications of the arrest.

The VWP overstay and the arrest may have given her a great way to get it off her desk. She sees the arrest and says "oh great, more details to delve into...... hmmmm..... VWP overstay..... I'll just 214(b) this guy and save a bit of work.... denied.... NEXT!"
