Lots of vehicles have self driving functions especially used on Interstates so if the car is driving itself he then has the ability to expose himself to others.

From the article, he seems to have parked at the side of the road and be standing behind his car.

I was wondering, since the article specifies it was on an interstate. Usually, stopping on the shoulder on an interstate is prohibited except for … emergencies??

But "prohibited" doesn't actually prevent something happening. Here in NC I have seen people walking down the shoulder, riding a bicycle, and carrying a child, crossing the interstate, and hiking/ backpacking in the median, among other things.
