I think certain states (cities?) in the US have 'failure to report' laws, where you can be prosecuted if you knowingly fail to report an incident that results in bodily harm or death.

Seems Florida has no law that required the teens to call for help, and while police are frustrated, there is just nothing they can do. But maybe Florida lawmakers will take notice and create legislation so this sort of thing doesn't happen in the future.
Not sure how anyone could sit and watch someone in need of help and not at least call for help. I can understand someone not rushing into the water to help, but at least call 9-11.
But society is more and more of a me society with little regard to others, even up this way people will walk past someone passed out unconscious on a side walk and not think twice which happened in a nearby city, eventually someone did thankfully stop and rendered aid and called paramedics.
But some good comes out of Florida.

There might not be a breach of criminal law, but I bet there is civil liability and some tort lawyers are rubbing their hands at taking a high profile case. ..... And it is civil liability which will drive a change in the criminal code.
