Just had a look at the Edinburgh public libraries. It looks like the Central Library is open six days a week, and the various branch libraries five days a week, with some evening hours. So not too bad. Apparently they have nineteen locations, plus the mobile libraries.
At least if you are ever in Edinburgh you have a list of where you can access them though
you just need to provide some details and 2 forms of ID (from what I remember) and then you can have your 30 mins of free internet daily, with limited viewing. (this may have been updated in the last few years).

My brother isnt very computer savvy anyway but he and his family have never had a landline even before cell phones and when he was able to work never had a house phone .The little things we take for granted there are 1000s of people in Scotland who have never had these things and we are supposed to be a modern european country !?

from what I remember you stood in the queue asked for a card for the computers, used your id number then logged on. you could not internet shop or go on certain sites and you were quite close to other users not idea for many but better than not having.

I was able to get a library card for the Norfolk Libraries last winter, they are very accommodating to visitors. The way it works there, sessions are one hour long, from when you login with your library card credentials. You can automatically renew for an additional 15 minutes. Then, you can ask a staff member to authorize you for another session, which she will presumably do if no one is waiting. So there is no daily limit, just limited session lengths to enable others to get online if the library is busy...

In Norfolk, the central library, the Millennium Library in Norwich, has wifi, but most of the branch libraries just have desktop computers that you can use. I talked to a few librarians over there and they are hoping to extend the wifi to all the branches soon. I would say that is pretty typical of the situation in the UK.
