Because compressing more people into a smaller space is a logical decision under the current situation.

I am sure you're right. .... But by the time such a plan is implemented it may be that they'll need to shutter LHR and Stansted, and just use LGW.

Considering Heathrow and Gatwick are different companies, I’d be surprised if that happened. The airlines would also have something to say about that, especially BA. What will almost certainly happen is flights that are leaving getting consolidated into one terminal.
