We had someone look at drilling a well about 2 years back on some land I have in the country, we where told it would need to be done illegally... campesinos we spoke to in the area said it was the norm to do it illegally, as they where not allowed to drill and they needed to have water they just sank a well... anyway we didn't go ahead with the drill but the estimated price was between 9,000 and 12,000 euros. If I remember correctly there where 2 prices, one for drilling through dry earth and then another for when they got to the water level. The whole thing would have been driven on solar power so no need for AC supply. 

My land has an 180 mtr bore hole and uses a 3 phase pump , it came with paperwork in an A4 folder about 2" thick from the junta etc ,it cost the previous owner around 12,000 euro including the pump and cables etc, you would need a massive solar set up (not cost effective) to pump from this far down, better to get a 3 phase geni if mains is not available.

Our irrigation water now comes piped directly into our finca and at only €0,10 per cubic metre it has rendered my well pretty much redundant. Compared to the town hall water at upwards of €0,50 depending on usage we hope to save a fortune on both water and electricity this year.
