They are buying up licences from overseas countries (with EU money of course) so will probably fish them to death.
The Spanish industry has received more than €800 million ($1.15 billion) in foreign licenses over the past decade — about two-thirds of the EU licences overall, according to the ICIJ analysis.
Couple of Spanish trawlers operate out of a UK port near me, and it's not unusual to see them making the news for illegal catches. A fine seems to do little to deter them.

last week in Elcampo I noticed a large % of the fresh fish there was marked as catch from Italy.

'Remember the 60's ??
Well just a reminder that they are closer to the First World War than to Now
'. I have to say, this has been bothering me. Going back to when I was born... and counting backwards instead of forwards to 2012... we are talking the Boer War!
So, Remember Mafeking, and don't give in to the Spanish blockade of Gibraltar!

This is a show of force by one EU state against another EU state.
Gibraltar forecasted an escalation of tension with the election of the PP.
The Mayor of La Linea is stating that these actions, fishing included are orchestrated from Madrid.

What next? does the Navy use force? Will the EU step in
Time for UK boarder control to "thoroughly check" all Spanish trucks visiting the UK ?

That's a laugh.

There's been more ill-feeling, disruption, disagreements, disorder, battles and trade wars since the EU was formed, than ever before.

Just as well none of them have the stomach or resources for a full scale set-to.
