I can see two bare cables going into each fuse, there may or may not be some insulation on the hidden parts?
I opened the photo in another tab and used the zoom function - copper into top of MCB's is square or rectangular so def a bus bar. It's also a cut bar so should have extra insulation applied at the ends. I use them sometimes at work as it saves making jumpers across the top of all MCB's.
