I have no idea how efficient it is but we rented a property in Portugal one week in the winter time and the under floor heating was an absolute delight. Just to pad around on warm floor tiles in bare feet was such a pleasure. The entire room was cosy, no cold or hot spots anywhere. Would love heating like that in my old Spanish house.
It's fine to put that in if you are having a house built, but it must be difficult installing it in a house already built?

Not quite sure what you mean here.

If an electric heater isn't producing the heat it should them it's not using the power it should either.

I seem to remember some years ago seeing Lidls own brand oil filled radiators for sale which had a built in fan. Idea being that the small internal fan would circulate the heat generated by radiator. I suppose a bit like the "Radfan" they sell in the UK which is a low powered fan that clips on top of radiators and circulates the rising heat. No idea how effective they are though.
