Our local council has rules about building noise. I don't know about start and finish time but I do know that no building is allowed at all on our urb during August and on the neighbouring posh urb its June July and August.

When they were building our next door neighbours house they arrived at 7am in the summer but didn't start anything noisy - like the digger or put on the radio until 8am.

Incidently while we're all being rude about the english - the most annoying and noisy thing on our urb this summer was a family of brits with 4 screaming kids. They were up around 7.30 most days during the 3 weeks they were here, fighting, yelling, crying, and that was just the parents

We were all happy to see the back of them and the return of the diggers
