my dd had to have hers by the time she entered the Instituto - we got it years earlier when we got ours

I was amazed how many of her classmates who had been here years didn't have one!

I believe the policy in the Valencia region is that they have to have a medical or at least have an appointment pending. To get this, you need to be on the padron.

I don't believe you actually need to be on the padron to get into school.

However, the town halls need every penny thay can get so are almost INSISTING that everyone now goes on the padron. It is my belief (and those of people working at the town hall in other departments) that this can NOT be forced.

Why would she need a tax number to get into secondary school? Spanish kids don't need a NIF/DNI until 14, but this has nothing to do with school.

One other thing needed to enrol in September is your previous year's tax return. This is use to prioritise places for children of parents on low incomes. The Padron entry is used to prioritise places for children geographically.

Around here it is no medical but parent needs NIE, parent and child need padron and residencia.

All this seems very extreme.

I needed to give a copy of our empradonimento certificate to the school and couldn't get the certificate at the Town Hall without all kids having their own NIE.

Ex pat friends have had to get NIE for their children because the dont have a family book.

all have had to produce confirmation that they are registered on the padron
and all have had to have a medical and produce proof of vacination.

there is no guarantee that any child will get into the local school either in the communidad Valenciano as many are now oversubscribed.

new arrivals in this area need some proof of medical cover - even private will do - passport, medical, padron

It's not quite how I said. If you are applying for a new place in September you have to complete a form which gives the education department permission to access that information. If the school is over subscribed that information will be used in the selection process, and, all other things being equal, those on a lower income will take priority.

This is from that form. "A los efectos de obtener la información necesaría para valorar este criterio, se relacionan los miembro que componen la unidad familiar, indicando en cada caso apellidos, nombre, el núm. de CIF / DNI /pasaporte NIE, y autoriza a la Consellería de Educación para obtener de la Agencia Tributaria los datos que permitan establecer el importe de la casilla de la renta determinada para este proceso. (To obtain the information necessary to assess this criterion [blah blah blah] authorise the Department of Education to obtain from the Tax Agency the data that permits [blah blah blah])"

I had a form which mentioned about low income. You had to tick it. You would get priority.

Also, family numerosa - if you have 3 kids or more. Again I think you apply for the card/certificate and would get priority too.

I think for everyone when sorting out schools, there's alot of legwork and paperwork.

Yeh. There are lots of things for which you get 'points' - large families, low income, proximity to school, etc. etc. The applicants are then ranked based on the scores. They then start at the top of the list (most points) and work down until they are full.

We applied for the familia numerosa booklet via our social office. We needed copies of everything, NIE, Padron, passports, marriage certificates, a photo of the entire family, birth certificates and the 'family book' which, of course, we don't have in UK. This caused us some problems but we eventually were allowed to use the red books for the children.

The only thing clear to me (I think) is that nothing's set nationally in stone, and even within provinces/regions, schools adopt their own stance.

Although we had, and showed, empadronamiento, NIE (ours, not ds's - he didn't have one & still hasn't) passports, filled in the form ref low income or not, family size, etc., we were asked for (not sure if we gave it in in time) vaccination records from UK... plus of course the vital two photos....
There was no mention of residencia, (I have it now but didn't then) no mention of him having to have NIE, no requirement for health check or tax returns.
In fact it was my distinct impression, that like someone else said they'd happily have taken him on the first day & sorted the paperwork later.

Not only that, regulations are changing rapidly to deal with the ever increasing numbers of foreigners .

Listening to the Valencia phone- in programmes, Spanish people are increasingly concerned that the needs of foreigners are taking precedent over the indigenous population and education and health services are suffering.

IMHO Nobody should rely on the laisez faire attitudes of the past.
