That article is going to get ripped to shreds here, isn't it?

The Guardian are a sham. They like to think that they are worldly and sophisticated but they are about as wordly as a Greggs sausage roll.
Their recent series of articles on independence in Catalunya was equally cringe worthy. One article argued that Catalans are different to Spaniards because they "like to show displays of physical contact and have their own cuisine"

The Grauniad is notorious for printing inaccuracies and this article is certainly no exception - what sloppy journalism!
He says you need to apply for an NIE within 90 days - you need it a lot sooner than than, just to open a bank account for starters. Then refers to a Tarjeta de Residencia which doesn't even exist any more.
He says you present the S1 form to the local doctor's surgery or hospital - oh no you don't, you need to take it to the INSS office to register.

There were more things wrong in that article than were correct
