OK you state the UK left the Dublin Convention has France or is she just ignoring it?

If someone doesn't claim asylum in an EU country then the Dublin Convention doesn't apply to them.

So therefore does it matter if the UK has left?

Having read full draft below are key summary points from me:
  • GIB border controlled by Spain (sea/port/airport)
  • EU database checks on border
  • Spanish border guards to be able to deny entry, but not to Gib resident
  • wanted person on border to be handed over to Spain
  • UK nationals to be limited to 90/180 days in Gib (non-resident in Gib)
  • Gib residents limited to 90/180 in EU
  • Spain to decide/approve on issuing short/long term visa for Gib
  • cross border police operations (hot-pursuit)
  • 4y agreement exit clause
  • air links direct to EU states
Personally, I dont think this will work for Gib. Most likely, this will be water down to sort of Custom Union with Gib, but no Schengen membership.

Yes, because when claiming asylum in the UK the first safe country would be determined and that is where they would be given asylum. Now the UK can't do that.

This is the first time I have seen this draft but I can assure you the response from Gib to this will be SEX & TRAVEL

But thats the EU for you

Of all the reporting I've not seen the French navy assisting, escorting yes, but not assisting.

I like it and why has it taken so long?

Chief Minister says his Government will never agree to the EU negotiating mandate which he says would bring 'joint poverty' as opposed to joint prosperity

The Chief Minister has described the EU's Treaty negotiating mandate as "still born."

Fabian Picardo told GBC he wanted a treaty that would rocket-boost business and that what the EU had put on the table did the exact opposite.

Gibraltar must be ‘ready to conclude a treaty, or walk away’, Garcia says

“Gibraltar, the United Kingdom and Spain all remain committed to an outcome based on the New Year’s Eve Agreement,” the Deputy Chief Minister said in his budget address to Parliament on Tuesday, just hours after the mandate was published.
“This is, nonetheless, a most unhelpful mandate.”
“It contains very little that we can agree with, and it may simply not be possible to arrive at a new Treaty on this basis.”

Commission’s draft mandate for treaty talks is ‘unacceptable’, GSD says

“This would be as good as handing the keys of Gibraltar to Spain and leaving us to their mercy.”

Yesterday evening one of my friends was confronted with a Frontex official on the Spanish side of the frontier whilst exiting Spain

I guess the Frontex official was taking back control.
