When viewers are watching a blank screen because the BBC et al have stopped the re broadcasters accessing their programs will those who have taken money from their customers give them a refund ??

So a UK person couldnt get a german card and access SKY or whatever?

If the UK person lives in Germany then why not, any nationality who lives in the UK can get a SKY UK. card.

my next door neighbour compnained to the council that i wanted to make a small window bigger in the side of the house ...she said that non-spanish people were not allowed to have windows facing the sea ...which was a law in 1802 !! to stop people sending a signal to nelsons ships !!! so if i dig out that CONTRACT then thats ok according to domino ???

perhaps she should have told the sellers of the property that they couldn't sell to you because you could be an English spy and would misuse said window.
I would assume a Spanish law of 1803 should have been replaced with a new one that stops the English from having aerials on their property as they may be using them to spy on Spain and report back to GCHQ - worse pick up Spanish television and rebroadcast it.
but if a law of 1803 is still extant then it can still be used - but in light of the age and out of date nature a reasonably competent lawyer should be able to get that put aside - creating new case law.
