Oh dear what a tangled mess!. You can not sign on the padron if you are a non resident. The padron is only for residents.

When posters here talk about going to various offices to do things are they trying to do it in English or Spanish? I notice that CAB on the radio talk about how you need to do this that and the next thing with various offices but not once do they suggest that you shouldn't do it in English. The result is poor Spanish funcinarios are forced to try and understand things in English which often results in misunderstands which then enter into area of myth

You can but legally you shouldn't as Spain would not be your habitual residence. Many if not most ayuntamientos do ignore this simply to get the extra money from Central Government.

I think you have missed the point. You NEVER have to renew an NIE. Very few people ever need to produce a freshly dated NIE and they are non residents. 99% of the time you are never asked for the actual form, you just need to know the number. If you are a resident the Padron certificate tends be required. When I bought a car recently, I had to have a fresh Padron which was done in minutes at the town hall.

Anyone who cannot speak fluent Spanish should take an interpreter or get a firm of solicitors to do everthing involved. It's a very important stage to get right first time.
