All tablets have browsers so if you can access the site you should be able to use it the same way you do on your laptop/PC.

Fred it's a downloadable program that also requires Java

No it won't work as you can't download programs to a tablet - you can only install apps designed for Apple or Android.
Check to see if they have a app for it.

I bought an i Pad a few months ago (32 GB, but not 4G) simply to have a tablet device to answer emails & use internet whenever we go away. The decision was based on the fact that we use an i Mac at home & so can link the tablet with the home computer.
Otherwise a cheaper device might suit you, depending on what use you want to make of it.

Let me give a specific example.
The Sunday Times offers electronic versions of its publication for Ipad & Android. Now it's obvious that the iPad version would work on an iPad as they specifically identify the Apple device. With Android however there are lots of devices running this OS. What I want to know is how to I ensure before buying, that a particular Android device will accept the above electronic edition?
I don't want to buy say an Amazon or Google tablet only to find that for some reason they won't do what I want in regard to electronic versions of certain publications which require a subscription, but, say, a Samsung running the same Android OS will.

With Apple you download from the Itunes store and it lists the devices that it will work on. With Android you get them from the Google Play store. That tells you what level of Android you need.

Looking at the reviews the app looks pretty bad. I have it on the iPad and it's great as is the Times app.

When I've checked re' subs to papers and magazines, I've always been directed to the respective publishers' websites. Your link above is most useful. Thanks again.

There have been a number of editions of the Android system over the years see link http://en.wikipedia.org/wiki/Android_version_history. You will see that as well as being numbered they also have what appears to be silly names for editions i.e. cupcake (early edition) Icecream sandwich and Jellybean. As I say they seem silly names but actually just follow on alphabetically. The latest edition is Jelly bean 4.1 I believe. Most on sale now are either icecream sandwich or jellybean. As for apps well their are usually a number of apps available for the different needs and on playsore there are reviews of apps usually numerous, so if there is a problem with an app and a particular version it will usually be identified. By the way many apps are free. I have an android tablet (icecream sandwich) I find it very usefull. I use it for emails general browsing etc I also have films downloaded on it, music and e books kindle and Kobo, it is a great piece of kit for use when travelling backwards and forwards to Spain. I also use it in Spain as my means of communicating home to the wife via Skype. can't fault it very robust and only cost me £85. I'm sure an I pad may well be better but this does what I need no problems.

Looking at the specs that looks pretty good for the price. Very similar to the specs for mine however yours seems to have bluetooth and a better USB port than mine. They are great and usefull little gadgets. Can't replace a computer all together word processing etc but general use they are great.
