The baja came into force around 2005 from memory - you could not matriculate a car without it. It had the side effect of negating "the first registration tax" (import duty).
Now some ITV centres and Haciendas demand it - not all

it depends entirely on the person doing the rematriculation - it can change daily - there are no real standards even within offices

Hi all,
Here's the step by step guide to getting your spanish plates and how much it cost me to get mine:
Trafico is the body that deals with the change of number plate (matriculacion):
On their leaflet they require you to gather the following list of documents to officially start the process:
Valid EU driving licence
NIE
Original V5 document
Invoice of car purchased with VAT number (if bought 2nd hand, my case)
ITV docs
proof of payment of the "Impuesto de circulacion" (paid at local oficina tributaria in the borough where you are registered)
proof of payment "impuesto de matriculacion"( paid at the oficina tributaria ofyour province).
Cost without using a broker (gestoria)
ITV is the first thing to do. can be done in your local ITV centre:
docs required are NIE, "Empadrinamiento" document, V5 doc, english MOT doc, "ficha tecnica reducida" and proof of insurance.
Note that the baja consular is only required if you are not registered at your local council office.
some ITV centre like mine do not have registered engineers to do the ficha tecnica therefore using an on line company is required prior to going to your local ITV centre. It's easy and can be obtained within 48 hrs.
Last but not least, change the front lights
cost of all that is as follows:
Ficha reducida 60euros
front lights 245 euros
ITV 77euros
then wait 3/4 working day to get ITV docs.
Next step: pay the taxes!
impuesto de circulacion: for my Ford Focus Ghia 2L ( 2001 model) in Galicia 130euros (price depends on engine size).
impuesto de matriculacion: the way it works is simple, they have a big catalogue of all (well almost) the car and model in Spain with a price value, mine was estimated at 10 000 euros. then a depreciacion percentage is calculated. for cars of 10/11 years its 13% of the price value so 1300 euros ( for cars of 12 years and older, it's 10%) then depending on CO2 emissions you pay another percentage of that price. Mine is over 200 gr/km so taxed at the maximum 14.75%, a cool 191euros.
Finally the tramitacion tax which is basically what they charge you for processing the paperwork: 91euros
The number plates cost 3euros each but if you want a mechanic to change them for you it will cost you around 25euros.
Final cost: 820euros without using a broker.
not difficult if you can speak spanish and have the time to travel to all the different offices involved in the process.
Even the spanish recommended me to use a broker mind you!

I think there are some inaccuracies in your post;
You are not normally asked for your driving licence during the process; it may seem that you ought to have one – but in over 200 rematriculations, I have never been asked for one.
Similarly, it is very unusual to have to produce the purchase invoice; but I would agree it is always useful to have it (along with a photocopy) during the process.
I have never been asked for a English MOT document, the Spanish one supersedes it and many of the cars I have done have not had an English MOT.
You have said you need to change the headlights, you may have to change the rear lights also if you only have one rear fog light or one rear reversing light.
Number plates are around 12€ each without fitting from several places in either Seville or Cadiz region.
But a good first post, I encourage all people to re-matriculate their cars so as to be as legal as possible.

You are right for the driving licence, it just happened that I chnaged mine for a spanish one in the process and got asked for it evidently.
As for the fog lights it depends on the car model and age. Mine had it already.
Number plates are much cheaper this side of Spain apparently!
The purchase invoice is required by Trafico in Galicia!

Hello the forum, I'm new here, in more ways than one.
very interesting reading all the posts and info as have just started on the long road to perdition by trying to get my Mitsubishi 4 x 4 (Delica)through the minefield and like Mitzyboy, I have a Jap grey import. I have consulted an English (Pro?) guy in Alicante who has got over 400 vehicles through but like most here, I don't have money to burn/waste.
I'm slightly confused over the timing of getting the Padron as the Pro advised not getting it before the ITV to ensure no import tax being paid, but
Bastiaguero suggests it needs (assuming "Empadrinamiento" IS the Padron?) taking along when the ITV is done.
I shall be using the ITV centre in Malaga and only this morning went to see the Homolgacion guy behind the ITV centre there, tomorrow back for Homolgacion papers then on to the ITV for an appointment.
I have temp. residency and NIE. I have already researched requirements and yes, foglight being fitted, tow bar taken off and headlights changed for EU spec.
I have printed out Bastiaguero's DIY instructions but, what have I let myself in for and is there anything in my set of circumstances that need 'adjusting'???

I have just been speaking with a friend over in Spain and mentioned that I intend coming over for 3 months later in the year hoping to drive over with some items for my house. He says that there is a new law that anyone with a none Spanish registered car in Spain for more than a month has to apply for and have temporary number plates fitted to their car or it will be impounded? He says this applies to anyone not just those that are resident?? sounds a bit odd to me as 1 month is not an overly long time for a tourist to visit. Any comments on this is it an early April fools joke or is there some truth in it.
