With reference to your message, we inform you that to request the cancellation of the telephone line, should be put in contact with the department of drops, calling at telephone our customer attention line 1004, or 0034917040319 from abroad.

could anyone tell me what is a siff no as this is needed to cancel the phone line?

A CIF number is a company number. If the line is in your personal name you would use your NIF number. Foreigners don't have a NIF number - they have an NIE number - which is effectively the same thing.
