They should do what is done in the States. Have minor criminals etc carry out Council Work. Many a time I'd be driving along coming into a Construction Zone with the sign "Convicts Working'. Sure enough the Marshall's were supervising and loads of in-mates were working on the road etc etc.
Much better than simply feeding them and covering for their healthcare.
After the effect a lot of convicts turn good and end up with manual labor jobs also.

Improvements to walkways and bridleways,making country access and leasure facilities more easily available.
Renewing old rail-lines for leisure use ,improving national parks,no limit to what could be achieved and they may even start to appreciate the country that they are fortunate enough to live in.

Not at all,they could make various improvements that otherwise would be outside the budget and not get done.
Improvements to walkways and bridleways,making country access and leasure facilities more easily available.

Now back when I were a lad it would be a barrelfull of buckshot up the behind and turn the hounds loose, if there was even a peep out of them and keep them chains on the beggars, ball and all.
Tell you this softly softly touch just dont work at all....
