IELTS was the first thing I done, however my record still shows it as "required". I even sent it off a second time.

Have you shopped around, asked a few solicitor?

In London a solicitor charged me £5.00 for 1st document and £2.00 for each additional. (Probably cheaper for you to fly to London)

My property has dropped approx £50k (now valued 375K) since July 08, far too much of a loss to take on the chin. Decided to rent it out and use the rent to pay for remortgage to take to Aus.
