That is seldom true. Most negotiate a settlement and no criminal charges are filed. There are exceptions such as Wesley Snipes but he refused to pay taxes claiming it was his constitutional right.

That makes a little more sense but I have doubts that will even work. If the unemployment rate gets down to 4%, that is considered full employment where the 4% primarily includes people changing jobs...

That is about the same that was authorized under the 1980's immigration law for guest workers which is far below what was authorized in the 1960's where most guest workers returned to their countries...
