Yep, makes sense to me and you are right. If a State has 2000 places for IT workers, then applicant 2001 misses out - which is a bit unfair when he is the one with family in the State and planning to...

There is no moral high ground where I'm concerned, I view it as the same as the temp Spouse - there is a commitment which should be fulfilled in order to get PR.
As I've said I don't have an issue...

I honestly wish they would make the two years a legal obligation for the 190 as well. Other visas such as the Spouse Visa have obligations which must be met after arrival in Australia before the visa...

Provide them with the proof that you can't get work - presumably if you have applied for jobs you have rejection letters, or copies of the letters you have sent.
It won't affect any later...

You have a moral obligation to live and work in Victoria for the first two years in Australia. They can contact you, ask for proof of your address and where you are working. If you really cannot find...
