It could be - they were both among the countries operating a constitutive system, whereby failing to apply for the new status meant a loss of all rights.

I suppose this is part of a general problem in the UK - whenever membership of the EU is concerned, FoM becomes the main topic of conversation, as though that's the be-all and end-all of the EU.

I don't think they have to be particularly undesirable in order to fall foul of UK border control. Some may be, of course but there may well be plenty of others who simply fail to convince a border...
