Well that was a fun read. Lot of stuff in there.

Some of the highlights:

There will be a higher quota for H-1B but it will be harder to get, tougher labour certification and dependent employers...

You only have to look at Japan to see where really tight immigration laws lead, the population there is declining rapidly, their economy has been stagnant for many years now.

That's from 2002, tax rates in California have gone up significantly since then. They did put up sales taxes in Arizona as well but I think it has expired now (or is about to).

California has the highest State income taxes in the US (although you pay more in NYC because of the local income tax) plus it also has higher corporation taxes, that does make a difference. Phoenix...

I think the lower taxes in Arizona though will win out over California in the long term. Also Joe Arpaio is the real problem but he can't live forever (he's 80).

All it appears to be saying in that blurb is that H-2A will be extended to the dairy industry. I'm sure they'll fiddle with it a bit more than that but it seems to be the gist of what they're on...
