In Sydney there were different floors, yeah. The main floor had a big long line-up just to find out where to go for your specific visa. Might not be the same in Melbourne though.

I went in on a Thursday, late afternoon. It wasn't very busy (at least not in the family visa area).
They gave me a number and I had to wait about 20mins, then I got to see a lady who went through...

If you're concerned about snow & cold, the weather in Canada is soooo different from one end to the other. Vancouver (BC) winter weather is very mild, the odd snowfall...but of course it rains a lot.
