They seem to be dealing with these appeals quite quickly. Check that your wife will not be an overstayer if she remains in the UK while awaiting an appeal as the EU does not offer status protection....

The highest court in the EU. the CJEU, had already assured EEA countries that their citizens could not use Singh to avoid their own immigratiion rules, this is why they have been able to refuse...

You can't sponsor her. She will need to find a university to sponsor her on a Tier 4 visa and apply for that visa from the US. That visa doesn't lead to settlement in the UK....
