Had the same problem as you about 1 month ago. Pet shipper advised me that they don't check. I ended up putting a real estate agents address and my import permit was approved without any problems.

Maybe you should look at a condo. For your budget you should be able to get a really nice place with a pool for the kids to splash around in. FYI, I just finished renting a 2 bed unit in a condo,...

Can't comment about who to fly with as I sent my dog from Singapore. Quarantine time is around 30 days.

Edit: Sorry re-read your post. Don't know about waiting time but it's apparently much less...

You may want to try Jetpets. I'm using them to transport my dog from Sydney to Melbourne and have found them to be very reliable. Also, the cost is much less than I expected.
