Credit card interest doesn't have to be as high as 18-28% and I don't know anyone myself who is paying that. I'm not sure I'd agree that it's the average rate either. Most people I know are paying...

The difference is in the interest rate for a line of credit as opposed to a credit card, the latter being higher.
