I always advise my 136 cents in writing that an AoS in unlikely to be called for, but if it is and they cannot comply, the visa will be refused and there are no review rights.

No they are not. DIAC want to see all the documents lodged with the skills application. Advising people who are already in trouble for providing what might be seen as false or misleading information...
