If you have the collateral to live on one salary in Canada; decide who wants to go back to college and apply for a study permit. The spouse can apply (and will get) and Open Work Permit. Move here...

Yes. There was about a 10 day turnaround for the studentvisa/work permit. This was from CHC London. There wasn't an interview and you have to disclose on the application forms whether you have a PR...
