It probably doesn't help you, but there's a fairly good chance you could have transferred the lump sum into an RRSP but

This isn't completely true. It is correct to say that third party liability insurance (up to, I think, $1000,000) thru ICBC is mandatory but there are a few other insurers for other (optional)...
