The Residence Certificate you get is valid for 5 years, so no need to apply each time you come to Portugal.

You should not trust everything your local Camara say. Most of people working in local authorities are not familiar with the law and not been trained to give any advise.
It's better check the laws...

It's clearly stated that pensioners must do the same. There's no exceptions. If you're staying more than 90 days you must register.

By law you MUST register within 30 days if you already in Portugal for 90 days. There's nothing about TAX residency. It's EU free movement law.

It depend on while you have a long term rental contract on hands or not. If not - Atestado de Residencia issued by Junta is easiest way to get a proof of address. I usually takes no more than a week...

Most of Camaras want a "proof of address" issued by local parish. Your rent contract might work as well, but it will depend on your Camara.

There'a no need to wait until 90 days has passed. If you intend to stay longer than 90 days you HAVE TO register. So just head to Junta de Fraguesia to obtain Certificado de morada (residencia) then...

I suggest Endesa because when I did a research I found them cheaper than EDP and had no any problem with them. The switch was smooth, I contracted everything online.

Why don't switch to Activo? They charge nothing for account/debit card etc.
They have a decent app and you visit them only once to set up account and get your cards (within a few minutes of opening...
