My husband has spoken to people in similar situations that did not go back to the US to apply, and were successful; so we think that 2016 answer might be wrong. At least we're hoping it is.

That's great news, thanks! The British Consulate has been fantastic so far. My husband mailed his application on Saturday & received the visa on the following Friday.

That sounds like positive news (I think), but I've looked at my husband's visa stamp & it doesn't say Exempt (or Tier anything). It says, after type, "For employment with DOD" and further down...
