As an Eu citizen, the requirement is that if you're staying beyond 3 months, you register at the Camara Municipal of your area of residence and obtain a Certificate of Registration of a EU Citizen...

You can't pay it until the bill has been generated, as you won't have the necessary payment reference until then.

Once it has been, you can pay it online via homebanking or at a Multibanco machine...
