I've already stated that size does not matter in your situation. Your location is the problem. 1.5m 4m or 250m sized dish will not make a difference.
But it is up to you what you want to believe....

I don't like people being ripped off when there is no need. A 4m dish costs money and a lot of of installers will try and con people...

In UK law domicile and residence are two very different things.
Domicile will determine which law may apply and certainly how much tax you will have to pay to hmrc.
