This sounds like a hardware problem, as it not even loading the operating system. Maybe the a disk drive IDE cable has come loose during transit.
It may be worth taking the case off the PC...

Do you get an error message? or is the PC completely dead?
You should be able to press the F8 key during boot up which will allow you to boot into Safe mode. From there you can usually find out...

It probably best to call the ACS and find out which path you need to take. The RPL path requires 10 years of relative experience. As you have some industry qualifications you may qualify under PIM 2...
